It is that time of year when many people ask "What is the winter going to be like this year?" Well that question is never an easy one to answer. Forecasting the next 7-10 days is difficult enough. Long range forecasts are even harder. In general the public probably doesn't really do much with the winter outlook.
The temperature outlook for the winter (Dec/Jan/Feb), from NOAA, shows the potential for above normal temperatures for much of the southeastern half to 2/3rd of the nation and below normal in the northwest.
When it comes to the precipitation outlook, the Great Lakes area, the Ohio Valley, and the northwest might be a little above normal. The southern part of US is leaning toward below normal.
