IOWA CITY, Iowa (KWWL) - A North Liberty man has been arrested after police say he raped a woman on an Iowa City rooftop in July.

According to a criminal complaint, 33-year-old Fitsum Russell, grabbed a woman outside a bar on July 25th, 2021 and guided her to a rooftop in the area of South Dubuque Street, Alley East. The victim says Russell then pushed her to the ground, pulled down her clothes and raped her.

The complaint states the victim told Russell to stop. That's when he allegedly put his hand over her mouth and yelled at her to shut up. Once finished, he left the scene.

Police say the victim took officers to the area where the rape occurred. Once there, they discovered Russell's ID. Authorities also analyzed a sexual assault kit for DNA found on the victim and confirmed it belonged to Russell.

At the time of his arrest, Russell allegedly told police he had not been in the area for several years. Russell is already on the sex offender registry for prior crimes.

Russell has been charged with Sexual Abuse in the third degree.
