Fugitive Cedar Falls restaurant owner arrested

CEDAR FALLS (KWWL) -- Federal Agents arrested a fugitive former owner of a Cedar Falls restaurant on immigration charges.

Agents arrested 33 year-old Julio Zalapa-Urbina in St. Joseph Missouri on Tuesday.  Zalapa-Urbina owned the old Julio's Mexican Restaurant in Cedar Falls and another restaurant in Missouri.  He fled to Mexico in 2006, days before he was scheduled to be sentenced for harboring illegal immigrants.

Immigration agents raided Julios in Cedar Falls in April 2006 and arrested 12 illegal immigrants working at the restaurant.  Zalapa-Urbina pleaded guilty to charges of

On April 27, 2006, U.S. Immigration and Customs Enforcement (ICE) agents executed a federal search warrant at the Cedar Falls restaurant. During the search, ICE agents arrested 11 illegal aliens who were working at the restaurant and who did not have authorization to work in the United States. ICE agents seized over $17,000 in cash from the restaurant and later seized over $17,000 from a business bank account for the restaurant.

On May 1, 2006, ICE agents returned to the Cedar Falls restaurant and arrested another illegal alien who had been brought from Missouri to Cedar Falls by Zalapa-Urbina.

Zalapa-Urbina pleaded guilty to federal charges that June.  However, he failed to show up for his sentencing in January 2007.  In his absence, a judge sentenced Zalapa-Urbina to nearly 2 years in prison, followed by supervised release.
