Buchanan Co. leads call for bond vote changes


INDEPENDENCE (KWWL) -- Counties across Iowa want you to vote only on the cost of bonds, not the actual project.

The issue arose after Buchanan County voters approved bonds for a new jail in 2007. But construction bids came in higher than the approved bonds. State law doesn't allow counties to exceed the project cost stated on the ballot, forcing the county to scale back plans for the jail.

A new bill approved by the Iowa Senate Tuesday would lift that rule, so voters only approve bonds for a project, not the total cost. Cities and school districts can already do that, dipping into other funding when needed.

There is some urgency as some bids for the Buchanan County jail expire February first.
