Pseudoephedrine arrests across eastern Iowa

NEWS RELEASE - The R.A.I.D. Task Force for the past few months have been conducting investigations on the sales of pseudoephedrine on those individuals who have purchased over 7500 mg of pseudoephedrine within a 30 day time period during the period of January 1st, 2008 through June 30th, 2008.  Some of these violations exceeded purchases of 12,000 mg and 24,000 mg in a 30 day period.

The RAID Task Force officers have researched the pseudoephedrine purchase logs from various pharmacies within the surrounding area, including, but not limited to the communities of Independence, Oelwein, Manchester, Waterloo, Cedar Falls, Anamosa, Cedar Rapids, Marion, Dubuque, and Coralville.

The RAID Task Force was assisted by the pharmacies and some of the corporate legal offices of Walmart, HyVee, Target, CVS Pharmacy, Hartig Drug Stores, and Ryan Pharmacy, but not limited to these area pharmacies.

The RAID Task Force was assisted by the Tri-County Task Force, Manchester P.D. the Iowa State Patrol, and the Iowa Dept. of Corrections.

Each defendant was charged with 1 or more counts of "Pharmacy Psuedoephedrine Sale Restriction" of Chapter #124.213 of the Iowa Criminal Code.  This charge is considered a "serious misdemeanor" (Chapter #903.1 b. of the Iowa Criminal Code) which indicates that the court may fine the defendant a minimum of $250.00, up to a maximum of $1500.00, and may have them serve a prison time not to exceed 1 year.

The following people were charged by the R.A.I.D. Task Force, appeared in Buchanan County Court and released on bond.

The following people were charged with 1 count of the violation.

Timothy R. Keppler, 3713 H. Ave., Aurora
Ricky R. See, 1270 Fontana Blvd., Hazleton
Lisa J. Sibel, 21709 282 St., Delhi
Joshua R. Weig, 816 2nd Ave. N.E., Oelwein
Christopher L. Keppler, Currently incarcerated with the IA Dept. of Corrections unrelated to this case.


The following person was charged with 2 counts of the violation.

Pamela J. Newton, 42 Linden St., #3, West Union


The following person was charged with 3 counts of the violation.

Steven G. Cummings, 605 Summit St., Waterloo


The following people were charged with 1 count of the violation and Buchanan County Court has issued warrants for their arrests.  The bond on each warrant is $1500.00 cash and is for statewide apprehension only.

Task Force is financially supported by the Governor's Office of Drug Control Policy in Des Moines, and each of the member agencies.
