Bush: Hamas attacks on Israel an `act of terror'

WASHINGTON (AP) -- President George W. Bush is branding the Hamas rocket attacks on Israel an "act of terror" and Bush has outlined his own condition for a cease-fire in Gaza.

In his taped weekly radio address, Bush says no one-way peace deal would be acceptable and there must be monitoring to halt the flow of smuggled weapons to terrorist groups. He says promises will not be enough.

Bush says the U.S. is leading diplomatic efforts to achieve a "meaningful cease-fire that is fully respected."

The president offered no criticism of Israel, and said the outburst of violence was instigated by Hamas. He said it is a terrorist group that calls for Israel's destruction and is supported by Iran and Syria.

While he expressed deep concern about the humanitarian suffering of the Palestinian people, he blamed their plight on Hamas for hiding among the civilian population.

Israel's air offensive has killed 400 Palestinians. The rocket attacks have killed four Israelis.
