City needs volunteers for flood rebuilding committee

CEDAR RAPIDS (RELEASE) - The City of Cedar Rapids urges residents interested in the future neighborhood development of our community to apply for membership to the Neighborhood Planning Process Steering Committee by Friday, December 19, 2008. This steering committee's mission is to provide oversight of the process to ensure goals and objectives are met and clear communication is provided.

The Neighborhood Planning Process is the second phase of the River Corridor Redevelopment Plan. During this phase, all residents that participate will be directly involved in planning for redevelopment and reinvestment in the seven flood-damaged neighborhoods of our community. The steering committee will have the following responsibilities:

Meet on a regular basis, from January to May 2009, to discuss the progress of the planning process

Attend neighborhood planning meetings

Review communications by the City about the process

Identify elements of the planning process for improvement

The Steering Committee will consist of eleven members. Seven members shall be residents of Cedar Rapids and four members shall be ex officio members from the Recovery and Reinvestment Coordinating Team. The seven resident members shall be appointed by the Mayor with the advice and consent of the City Council. The four ex officio members from the Recovery and Reinvestment Coordinating Team shall be the representatives of Linn County, nonprofit agencies, the Cedar Rapids Community School District and the Cedar Rapids Area Chamber of Commerce.

Committee members will be expected to meet twice a month during the Neighborhood Planning Process. Once appointed, the committee will determine the dates, locations and times to meet. The Neighborhood Planning Process will encompass three areas of Cedar Rapids, which includes seven neighborhoods:

North River Area - Time Check & Ellis Harbor (Northwest)

Downtown Area - Taylor Area, Downtown, Medical District (Near Downtown)

South River Area - Czech Village, Oak Hill Jackson (New Bohemia), Cedar Valley (Rompot)

At the end of the five-month process, an action plan will be created for each of the three areas. Typically, local governments commit to preparing one neighborhood plan at a time over a period of six to 12 months. The City of Cedar Rapids is committed to completing three Neighborhood Area Plans, consisting of the seven flood-affected neighborhoods in a period of six months.
