Cedar Rapids approves flood buyout plan

CEDAR RAPIDS (KWWL) -- The Cedar Rapids City Council approved a plan to prioritize flood buyouts, but with one key change.

At its meeting Wednesday night, the council approved the Prefferred Property Acquisition Strategy. It passed with one new stipulation: Jumpstart Iowa funding cannot be used in the "construction zone". That's the second zone in the priority list, consisting of 554 properties. Those properties are also not eligible for buyouts from FEMA due to reuse restrictions.

The plan prioritizes flood damaged properties into three categories. Areas needed to build flood prevention measures get priority and all would be based on available funding.
