LOCKDOWN UPDATE: 26-year-old man arrested after standoff in Dubuque

Dettbarn has been charged with Possession of Drug Paraphernalia, Possession of Controlled Substance Methamphetamine, Possession of Firearm as a Felon,  Possession of Controlled Substance within 1000 feet of a protected area and  Interference With Official Acts while in Possession of a Firearm.

UPDATE: Dubuque Police say 26-year-old Robert Dettbarn was arrested following a standoff that forced two Dubuque elementary schools to enter lockdowns on Tuesday.

Police say Dettbarn, who's from Dyersville, ran from a car during a traffic stop, which happened shortly after 2:45 p.m. in the area of 25th Street and Washington Street. Dettbarn reportedly had a gun, and engaged police in a standoff while standing in a driveway in the 2500 block of White Street. The standoff ended with Dettbarn surrendering around 4:45 p.m. He was taken to an area hospital for evaluation, and is expected to be charged on warrants including burglary, child endangerment and domestic assault, according to our coverage partner at the Telegraph Herald.

Dubuque officers also say two other people inside the car are in custody tonight. Nicole White, of Lancaster, Wisconsin, was driving the vehicle and charged with an OWI. Another passenger Michael Sheckles, of Dubuque, was charged with Interference With Official Acts.

UPDATE: According to the Dubuque Community School District, with the assistance of the Dubuque Police Department, students at Fulton Elementary School are being taken by bus to Audubon Elementary School, to be released to parents. 

Our coverage partners at the Telegraph Herald report that the armed man has been taken into custody and that police say they are reopening many of the roadways near the area.

A Dubuque elementary school is on lockdown Tuesday afternoon. 

Mike Cyze, with the Dubuque Community Schools tells us that Fulton Elementary School's dismissal time at 3:30 p.m. has been delayed and the lockdown will remain in place until police give the all clear. 

According to our coverage partners at the Telegraph Herald, Holy Ghost Elementary School is also on lockdown at the recommendation of police. The Telegraph Herald reports that police have walked the perimeter of Jackson, 25th and White Street, which have been blocked after reports of a man with a gun in the area.
