Dubuque juvenile accused of assault now being charged as adult

A Dubuque 16-year-old will now be charged as an adult after she allegedly assaulted another girl last week.

According to court documents, Legend Moore attacked another girl, identified only be her initials, last Wednesday around 2:43 p.m.

The 15-year-old was bleeding from the nose and had swelling of her head and face.

The charge against Moore was upgraded to Willful Injury Causing Serious Injury, a Class C felony that results in a waiver to adult court.

Court documents state Moore and a group of friends got off a city bus near University and Grandview and walked toward Lincoln Elementary.  The girl told police that Moore attacked her as they turned onto Forrest Lane, punching her head and face.  The girl was taken to the hospital.

Moore told police the girl had been picking on her for weeks and had shoved her as they were getting off the bus that day.

Police also obtained a cell phone video of the assault.  Court documents say that video shows Moore hitting the girl and knocking her to the ground and kicking her about 18 times in approximately one minute.

The girl suffered a broken nose and had surgery to fix it.

Moore made her initial court appearance this morning.
