STORM UPDATE: Widespread flooding in Clayton County

Heavy rains caused widespread flooding in Clayton County Tuesday night and Wednesday morning.

The small community of Osterdock, about five miles southwest of Guttenberg, was hit especially hard.

Dennis Sargent was one of those hit hard--he has water covering his yard and going right up to his house.

He says he's been living there for 19 years, and has never seen anything so bad.

"I was working in Dyersville, and it didn't rain the whole entire night when I was working. And then I knew it was raining down here, cause I kept watching from my phone on the radar. But I didn't realize how bad it was until I got home," he said.

The  fire department asked him to go in his house and shut off the electricity, and he says he was relieved to see no standing water inside.

"Well, at the time, I thought I was going to lose everything. But when I went in there, the fire department was here, and at that point they told me to go in the house and shut the electricity off. And when I opened the door and went inside, there was no water standing inside the house. Hopefully it stays that way," he said.

He said the water came mostly as runoff from the hill behind his house. He says it rained so hard, so fast, that the culverts built to deal with that water failed.

He and a number of other people were already up before 5 a.m. working to drain the water.
