Dubuque girl struck by car, driver charged with OWI 2nd offense

On any summer day, it is common to see kids riding their bikes around Dubuque.

However, Saturday night, one of them was allegedly struck by a car driven by 37-year-old Ryan Becker. Police say she was driving under the influence.

Behind the wheel, Becker allegedly hit 7-year-old, Shyrah Smith at the intersection of West Locust and West 17th Streets.

Nearby parents reacting. "I watch mines 24/7. They even ask permission, daddy, can I go in the street to ride bikes, because they know how it is...there be a lot of accidents up in here," said Kelton Williams. 

The young girl suffered from a headache, and a few scrapes and bruises. First responders took her to Mercy Hospital, and her family is thankful she is okay. 

According to the police report, Becker refused alcohol and drug testing by authorities. She has been charged with operating under the influence. Court records show, this is her second offense. The first was in 2007.

In addition, Becker was also cited for failure to maintain control, failure to provide proof of insurance, and fraudulent use of registration.
