UPDATE: Former Delhi City Clerk arrested after special investigation

Angie Billings, former Delhi City Clerk, has been arrested for theft charges following an investigation conducted by the Delaware County Sheriff's Office and the State Auditor.

The Delaware County Sheriff saying she is now charged with three counts of theft. Theft in the 1st Degree for improper, unauthorized personal purchases with the city credit card in the amount of $89,959.04. Theft in the 1st degree for receiving unauthorized payroll in the amount of $69,351.29. Theft in the 2nd degree for receiving goods or services from the City of Delhi for water and sewer service that were not billed or paid in the amount of $6,747.86. 


A state auditor has released a report on a special investigation into fraud in Delhi.

The city asked for the investigation over concerns about how payments were being made to a credit card company from a city bank account.

In the report, the state auditor identified more than $246,000 in questionable spending, much of it on the city's credit card, including: $16,000 at convenience stores, almost $14,000 at Wal-Mart, $7,800 for personal cell phone service, $2,700 for fitness equipment/weight loss supplements and almost $2,000 in charges to a psychic hotline.

The report also raises serious questions about the former City Clerk, Angie Billings. The state auditor identified more than $69,000 in improper spending, including allegedly adding more hours to her payroll checks than what she was expected to work.

The investigation also shows the city overbilled sewer customers $256,660 since 2010. The city council had discussed raising sewer rates, but never approved an ordinance. Still, the city started charging more beginning in April 2010.
