Waterloo house deemed a chronic nuisance by police issued a citation worth over $15,000

Waterloo Police say homeowner, Dorothy Spates, owes $15,550 because her property is a chronic nuisance. 

Police say they served Spates Tuesday with a citation for second offense maintaining a chronic nuisance property, plus a service fee of $15,550.00 

The Spates house is located at 520 Elm Street. Waterloo Police responded to calls at the Spates house no less than 11 times between May and October of this year.  Earlier, the City of Waterloo deemed the property a chronic nuisance and the City began charging Spates $50.00 an hour for each time Waterloo Police officers are called to the home.

The service fee is for 311 billable hours, and a copy of the service fee bill will be provided to the court for consideration under Iowa Code 364.22

That same code allows that the unpaid bill can be assessed against the property in the same manner as a property tax.

A previous KWWL report outlines the frequency of officer involvement at the Waterloo home, which included 16 calls in 2015.
