It certainly won't be feeling like a typical Halloween, weather wise.
The wind picks up again on Halloween as a warm front tracks in, bringing warmer temperatures. Highs will be in the low to mid 60s with a south 10-20 mph, gusting to 30 mph at times. Normally for the last day of October, high temperatures should be in the middle 50s.
The wind will calm down slightly just in time for trick-or-treaters. It will be mostly cloudy between 5 and 8 PM, with temperatures in the upper 50s to lower 60s, so no need for the kids to have a coat under their costumes.
