WATERLOO (KWWL) -

Early voting is underway in Iowa. Some have already mailed their ballots in -- but they can't be counted.

Both Dubuque and Black Hawk Counties say some people who are mailing in their absentee ballots are missing an important step. They're forgetting to sign the back of the envelope.

Black Hawk County says just yesterday, they got 30 envelopes in the mail that weren't signed.

Dubuque county says on Monday, around 10% of the return envelopes they got weren't signed.

"The voter needs to mark the ballot both sides and then put it in the secrecy sleeve, and then you put it all in the return envelope, and as it says on the flap signature is required," said Grant Veeder, Black Hawk County Auditor.

Both counties plan to contact the voters that did not properly sign their return envelope. Until it's fixed, their ballots can't be counted.
