Monday his fellow officers and family members attended a  promotion ceremony in his honor. The mayor even giving his family a "Key to the City."

"You can tell a man’s character by what he would do or what he does when he thinks nobody's looking," said Blayne Miller, Shawn's brother. "He always tried to do the right thing. He knew the right thing and he did it."

At the police department, a picture of Miller now hangs on the "Wall of Recognition."

"He touched the department in so many ways, there is a big void and everybody knows it," said Sgt. Brent Kock.

Miller was also studying to earn his masters degree from Drake University .
