Witness recalls morning 13-year-old was tragically killed

Police believe 13-year-old Ireshia Parks who was shot and killed Tuesday morning, was shot by accident.

Multiple police officers responded to the shooting.

"I heard a pop and it was loud enough to know it wasn't like a firecracker but it didn't sound like a, it sounded like a faint gunshot," says Kevin Boike of Cedar Rapids.

He says after hearing the shot, he went outside.

"One of the girls in the back seat opened the door and said my sister has been shot," Boike told us.

Earlier in the morning Boike says he and his girlfriend let the girls inside his home.

"Said they were locked out of their house and were cold and they needed to use the bathroom," he says.

Boike tells us he remembers Parks being polite and happy.

"Thanked me and they were laughing, they were giggling you know just being teenage girls."

Boike's girlfriend then allowed the girls to sit in her car to keep warm, never imagining she would tend to Parks there later that morning.

"I could hear here talking to her you know telling her look at me, you know keeping her attention and she did pray with her," Boike tells us, recalling the moment his girlfriend tended to Parks after the shooting.

The remains of a vigil are at the scene where Parks life was taken so young.

"These are kids being, killing kids and they don't understand what life is and how long life really is," Boike says.

Cedar Rapids students have been out of school all week because of flooding.

A 13-year-old has been charged with Involuntary Manslaughter in Park's death.

This is the second time in 6 months a Cedar Rapids 13-year-old has been charged with Involuntary Manslaughter in the death of another teen.
