Dubuque man arrested for allegedly stealing donation money for disabled man

DUBUQUE (KWWL) -

A man accused of stealing donation money intended for a disabled man is arrested.  27-year-old Richard Bell, of Dubuque, facing charges of Fourth Degree Theft.

Police say he stole a jar full of about $300 from Beecher's Ice Cream Shop in July.  The money was being raised for 22-year-old Jacob Hesselman, who was born without arms and legs.  It was going towards a special vehicle so Hesselman could learn to drive.

Bell was identified with the help of surveillance photos and was arrested on August 4th.
