Report says Iowa City police acted wrongly in interrogation

The Iowa City Community Police Review Board recently took some Iowa City police officers to task for their actions in a February police investigation.

The Iowa City Press-Citizen says a report by the five-person board centers on complaints of wrongful interrogation tactics and unlawful seizure of a woman's cellphone.

The report says officers failed to advise the woman of her Miranda rights and failed to end questioning when she asked for a lawyer.

It also says an officer unlawfully took her cellphone.

Police Capt. Troy Kelsay declined to comment on the report, citing plans of the Iowa City Council review the report Tuesday.

But he said the complaints that prompted the report triggered a police internal affairs investigation.

The review board has no authority to discipline officers.
