   Monica Vernon has won in her second try at the Democratic nomination in Iowa's 1st Congressional District and a chance to face Republican Rep. Rod Blum.
   The former Cedar Rapids City Council member won Tuesday's primary election against former state Rep. Pat Murphy, who beat Vernon in 2014 before losing to Blum.
   In campaigning this year, Vernon and Murphy have at times taken aggressive stands against each other, questioning who is the most progressive candidate and who is a stronger advocate for women's reproductive rights.
   Democrats are optimistic they can take back the 1st District, where they hold a substantial advantage in party registration over Republicans, though independent voters are the largest group.
