A mentally ill man suspected of shooting his neighbor barricaded himself in his apartment in New Orleans for about five hours before surrendering to police.

Public Information Officer Garry Flot said in a statement that 34-year-old Lashawn Dillon surrendered to police Friday after negotiations with authorities.

The SWAT team was called to the apartment building in the eastern part of the city after a 63-year-old neighbor of Dillon was shot in the back.

The neighbor was hospitalized in stable condition.

Another neighbor, Shaniese Dyer, says she saw the victim lying on the ground before another neighbor pulled him inside.

Dillon was arrested for aggravated battery by shooting and aggravated assault.
