A man who won a tiebreaker in an election for a Swaledale City Council seat has declined the position, saying he doesn't want it.

The Globe Gazette reports that residents voted on Nov. 3 to fill three City Council seats. The election for the third position ended in a tie, when Howard Harmon and Marge Swenson received two write-in votes each.

Supervisor Chairman Phil Dougherty drew a name out of a hat Tuesday to decide the election tie in accordance to Iowa law, and Harmon was declared the winner. But Harmon declined, saying he told the council a week ago that he did not want the job.

Now the City Council must appoint someone to the open seat or call a special election to fill it.
