DUBUQUE (KWWL) -

When people in 23 area cities head to the polls next month, they'll be staring at a blank space under the mayor category.

Nobody declared to run in any of those cities, begging the question, what happens in those cases?

Dubuque County Auditor Denise Dolan explains: "Hopefully some citizens will get together and talk someone into running, and they will run a write in campaign, and let people know to write this person in. If not, if no one is written in, it will be declared a vacancy," she said.

The city council then has the power to appoint someone to that spot if they want.  Citizens of the city can also petition the council to hold a special election.

Dolan says the hope is that people will take the write in campaign seriously, and not write in made up characters, like Mickey Mouse.

"Mickey Mouse can't be sworn in, so a vacancy would be declared. I guess that I would hope that the citizens, in an instance where there actually isn't anyone on a ballot, and it's going to be determined by a write in, would care enough about their community to write in some serious names," she said.

Marquette is one of the 23 cities with no mayor on the ballot.

Current mayor, Norma Mason, has served six years and says it's time "for younger people to step up with some ideas."

She's proud of the progress her town has made in her six years, and is worried that will come to a halt if no one is willing to step up.

"It's very disheartening to know that people are not interested in what is going on in their community," Mason said.

Dolan says a potential reason why so many did not file to run could be attributed to a law change.  Candidates are now required to bring their paperwork to the county auditor themselves, instead of their local city clerk.

Cities that don't have a mayoral candidate are:

Coggan, Atkins, Mt. Auburn, Oxford, Wellsburg, Morrison, Hudson, Stout, Vining, Bankston, Kinross, Elkport, Garber, Marquette, Osterdock, Frederika, Delaware, Delhi, Earlville, Cascade, Epworth, Gras, and Sherrill.
