 It's a story that has spanned five years and is now spanning several states.
 There are new developments in the Iowa Lottery fraud from 2010.

Authorities first became aware of the fraud in 2011 when Eddie Tipton attempted to claim a $16 million prize.
But now investigators are saying this wasn't the first time the former Multi-State Lottery Association Security Director beat the system.

"It truly was a breech of trust and all roads seem to lead to Eddie Tipton," said Terry Rich, Iowa Lottery CEO at Friday's conference.

Eddie Tipton is facing a new charge of ongoing criminal conduct.
This comes just a month after he was sentenced for two counts of fraud in the 2010 case.

"With in the last several years, acquaintances and a family member of Eddie Tipton have purchased and collected winnings through manual play lottery tickets," said Jim Saunders, Director of Iowa Department of Public Safety's Investigative Operations.
 

In 2005, Tipton's brother, Tommy collected a prize of over $500,000 from Colorado lottery.
Two years later, Tipton's friend collected nearly $800,000 from Wisconsin lottery.

 This fraud was committed using similar tactics to the 2010 case.

"Purchased and collected winnings through manual play lottery tickets. In manual play the purchaser picks the numbers they wish to play. The winning numbers are then drawn through a random number generator," said Saunders.
 

As an employee of the Multi-State Lottery Association, Tipton had access to the program that selected the winning numbers.

At this time neither Ttipton's brother and friend have been charged.
Officials say this is very much an active investigation.

Investigators are asking the public for help.
