Second arrest made in Dubuque shooting investigation

DUBUQUE (KWWL) -

Dubuque police have made a second arrest in a shooting incident that occurred on September 22.

Lieutenant Scott Baxter says 18-year-old Javon Johnson was arrested at around 2 a.m. Sunday while police were investigating an unrelated incident. In that incident, Johnson has been charged with violating the city ordinance prohibiting persons under 21 years of age from being in a bar/tavern past 9 p.m.

Baxter says enough probable cause was established to also charge Johnson with going armed with intent for his involvement in the shots fired incident on September 22.

Johnson and 20-year-old Martin Smith are accused of exchanging gun fire over a woman.

Smith is charged with possession of a firearm as a felon, assault while displaying a dangerous weapon, first degree harassment and reckless use of a firearm. These are in addition to the original charge of going armed with intent.

Both men are being held in the Dubuque County Jail.
