WASHINGTON (AP) -- The head of Planned Parenthood says she is "proud" of her group's provision of fetal tissue for medical researchers. Yet, in the organization's first appearance before Congress since the release of secretly recorded videos, Cecile Richards is minimizing the procedures as a small part of its services.

She's also criticizing the Republicans who run Congress for not investigating the anti-abortion activist who made the recordings. She says the videos were obtained fraudulently and perhaps illegally.

Richards' comments were prepared for delivery Tuesday, when she appears before the House Oversight and Government Reform Committee. The committee released her statement late Monday.

The videos show Planned Parenthood officials discussing how they provide tissue from aborted fetuses. Conservatives say the organization has illegally profited by selling the organs, which Planned Parenthood denies.
