Officer-Involved Shooting near Wellman, leaves one person dead

WASHINGTON COUNTY-  On Saturday, September 12, 2015, the Washington County Sheriff’s Office received a call regarding a man, later identified as Martin Francis Hammen, 39, as being suicidal.

At approximately 9:00 PM, deputies went to Hammen’s residence, in Wellman, Iowa, and attempted to locate Hammen, but were unsuccessful.

On Sunday, September 13, 2015, at approximately 1:14 AM, deputies returned to the residence in the 1000 block of Hwy 22 for a report of a residence fire. Upon arrival, they found the residence and structures around it, engulfed in flames.

A man was observed running from the residence crossing Hwy 22.  Soon afterwards, Hammen walked out from a tree line carrying a handgun and propane torch.

Hammen was ordered to drop the handgun, but failed to comply with the deputies orders.  One deputy fired his service rifle, striking Hammen in the upper torso.

Hammen was pronounced dead at the scene.  No deputies were injured in the incident.

The Iowa Department of Public Safety's (DPS) Iowa Division of Criminal Investigation (DCI) is investigating this incident with assistance from the Washington County Attorney’s Office, Iowa Attorney General’s Office, Iowa Department of Public Safety's (DPS) State Fire Marshal Division (SFM), Washington Police Department, Keota Police Department and the Wellman Volunteer Fire Department.

The investigation into this shooting is ongoing and no further information will be released until it is available.

Rick Rahn of the Iowa Division of Criminal Investigation tells KWWL that one person is dead after an officer-involved shooting near Wellman.

He says officers were called to a fire around the 1000 block of Iowa Highway 22 West of Wellman and upon arrival there was a shooting.

He says the deputy is uninjured, but someone else was shot and killed.
