3 men arrested, charged for having sex in public wildlife area

Three men are charged with indecent exposure after deputies say they were having sex in a popular eastern Iowa wildlife area.

According to Johnson County complaints, 54-year-old Steve Stafford and 68-year-old Donald Dighton, both from Cedar Rapids were allegedly performing sexual acts when a man walking in the Hawkeye Wildlife Area noticed and called police.

According to complaints, about three hours later two men reported seeing another man, 52-year-old Daniel Zwagerman performing sexual acts.

“I'd probably laugh, walk away and leave them to their business,” said Andrew Wood. “That's not the place you'd want to go for anonymous sex, no. That's probably Iowa in a nutshell. You have your families and then you have the crazier side that sometimes you have to peek into the park to see.”

“I think it's a no no when other people could see him,” said Fred Shelton who lives not far from the wildlife area.

The indecent exposure cases aren't the only illegal activities the Hawkeye Wildlife Area have dealt with over the years.

The Iowa Department of Natural Resources say they've charged people for vandalism, alcohol violations and littering, among many other crimes.

“It is important for people to understand that this is an area where the primary purpose is to provide wildlife habitat. It is not meant to be a park. We cannot allow having the destruction of habitat either by removal of vegetation or operation of motor vehicles off of designated roads to occur,” Shawn Meier, a DNR law enforcement supervisor.

The DNR along with law enforcement officers put an action plan in place to continue to stop these ongoing issues.

The indecent exposure charges against the three men over the weekend is a serious misdemeanor carrying up to one year in jail.

Zwagerman was also charged with possession of drug paraphernalia

The crackdown in that wildlife area is all in response to many public complaints.
