Dubuque police say U.S. Marshals this week arrested two Illinois men, each of whom is suspected in different shootings last month in downtown Dubuque.

Christopher H. Smith Jr., 20, of Rockford, Ill., is charged in Iowa District Court for Dubuque County with one count of willful injury causing bodily injury after a July 15 shooting. His bond was set at $100,000 during a court appearance Thursday.

Dubuque police Lt. Scott Baxter said Smith was arrested by U.S. Marshals in the Rockford area on Tuesday, along with Brandon K. Bowman, who police allege was involved in a July 1 shooting in Dubuque.

Bowman, 19, of Rockford, is charged with three counts of willful injury causing bodily injury and one count of intimidation with a dangerous weapon. His bond was set at $500,000.

Dubuque police on July 1 responded to the area of 15th and White streets for a reported shooting, according to court documents. Police found Frank D. Washington, 20, with a gunshot wound to his lower back and Joshua D. Hale, 18, with a gunshot wound to his right buttock. A third victim, Keanu L. Arnold, 20, arrived at UnityPoint Health-Finley Hospital with a gunshot wound to the hip. None of the injuries were life-threatening.

The victims gave limited information to police at that time, according to court documents.

Dubuque police on July 15 responded to Finley after receiving a report of a shooting victim and again met with Arnold, who suffered a gunshot wound to the foot, according to court documents. Police said Arnold was more cooperative at that time and shared details about both shootings.

Arnold told police he was walking in the area of 15th and Iowa streets July 1 when he saw Washington and others involved in a confrontation. Arnold said Bowman pulled out a handgun and shot at the group, hitting Arnold, Washington and Hale, according to court documents.

Arnold told police he was in the area of Walnut and West 11th streets with Tina L. Streif, 41, on July 15 when Bowman, Smith and a third man approached him, according to court documents. Arnold said Bowman told him he had been looking for him, at which time Smith pulled out a gun and shot at Arnold three times, striking him in the left big toe. Arnold immediately got into a vehicle and Streif drove him to Finley.

Arnold said he and Bowman had issues over an ex-girlfriend, according to court documents. Arnold was able to identify Smith from a photo lineup, according to court documents.
