DES MOINES (KWWL) -

Governor Terry Branstad denied commutation for three Iowa convicts, including a Linn County man serving a life sentence for first degree kidnapping.

Branstad denied the commutation applications for 53-year-old Bruce Hatter, 54-year-old Fred Ruble and 51-year-old Gary Winnett.

Hatter was convicted of kidnapping and sexually abusing a female in December of 1981.

Court documents say Hatter grabbed a female that was visiting her mother at Harding Middle School in Cedar Rapids and forced her into his car at knife point and handcuffed her. After driving her five miles away from the school, he forced the victim to perform oral sex on him.

Hatter was sentenced to life in prison after a third trial. His first two convictions were overturned on appeal.

Ruble is currently serving a life sentence after being convicted of a January 1982 kidnapping in Woodbury County. Winnett is serving a life sentence for a March 1987 murder in Boone County.
