Fatal accident at Hwy 21 & Schrock raises questions.

WATERLOO (KWWL) -

A fatal accident involving a dump truck bringing up several questions tonight.

The driver of the dump truck was heading west on Schrock Road in Black Hawk County, but failed to stop at the intersection with Highway 21 .

The truck hit a car carrying three people before rolling on its side.

The driver of the truck, Robert Stedman, 66, of Waterloo, died.

We talked to several of the people who live along Schrock Road, who said they have had near misses on more than one occasion at that intersection.

But after speaking to the Iowa Department of Transportation, it seems accidents are not common at the intersection.

The intersection of Schrock Road and Highway 21 sees continuous traffic, but from 2010 to 2014, the DOT says there have only been three crashes.

Of those three, one was caused by running a stop sign and an other by a failure to yield.

Waterloo Police Chief, Dan Trelka said, "because of the speeds on 21, its a 55 mph speed zone. They seems to be severe crashes."

 This crash was no exception.

Both family members and authorities say it is unclear why the truck driver, who drove the route regularly and was familiar with the intersection, failed to stop.
"That's an other one I can't figure out." said Trelka, "I mean the road, yea its hilly, but distance is clear, the weather was generally nice."

With crash wreckage still visible and grated roads warning drivers to stop, we watched cars traveling through the intersection.

Over the hour we were there, we say several cars roll through stop signs, that were clearly visable.

Trelka says it is easy to get complacent with your driving, even he has done it, but it is important to keep your focus on the road.

"I am busy thinking about so many things, " said Trelka, "and then I realize oh my gosh I better pay attention, I am driving."

The sheriff's department says there will be a full investigation, including an autopsy, to determine if other factors played a roll in the wreck.

We did reach out to the family of the truck driver.

They did not want to go on camera, however they did say they believe there was some under lying cause to the accident and are waiting for the investigation to be completed.

They said Stedman loved his job and likely had already driven that route more than once that day.
