CEDAR RAPIDS (KWWL) -

The 10th Street Brickstone apartments are helping to revitalize their neighborhood  following the flood of 2008.

Water just missed the lot the apartments are located on, but much of the neighborhood was affected.

The building is owned by Hatch Development Group, who dedicated it to Dr. Harris.

We are told Dr. Harris was the first African American doctor in Cedar Rapids, he was there for the dedication today.

"It's poetic that we name this building after him and the struggles that he had to go through in life um as a African American," said Jack Hatch, owner of

Hatch Development Group.

Hatch is hoping the building can be the start of restoring the neighborhood.

"Once they see there's investment at this magnitude in a neighborhood, it makes them want to do more themselves," he said.
