Dubuque and water association sparring over water services

 The city of Dubuque and a private rural water provider are locked in a legal dispute over their services.

   The Dubuque Telegraph Herald reports that city officials and the Central Iowa Water Association have filed state and federal lawsuits to try to prevent one another from encroaching on their turf.

   The city is asking a judge to block the nonprofit water provider from offering water services in the Southwest Arterial corridor, a region outside of Dubuque where the city could expand in the future.

   The Southwest Arterial is expected to spur hundreds of millions of dollars in investment. Dubuque City Manager Mike Van Milligen has suggested this economic growth could be jeopardized by inadequate water service from the private association. Association attorneys dispute the assertion.
