DUBUQUE (AP) - A water conservation plan in Dubuque is partly to blame for a planned hike in utility rates.

City Manager Mike Van Milligen says he will seek water and sewer utility rate increases starting with the next fiscal year.

A four percent decline in water use -- thanks in part to new and more efficient meters -- is cited by city officials as one reason why another increase is necessary.

The city installed new water meters and launched a water conservation pilot program in 2012. The meters and the accompanying software proved to be good at reading water use that they detected leaks that would have gone unnoticed by the old meters.

Officials say a tank replacement project and environmental factors are also to blame for the proposed rate hike.
