DUBUQUE (KWWL) -  The Dubuque City Council has voted to move forward on a proposal to limit sledding and other winter recreational activities to two city parks. But the proposal is subject to another vote that will give winter sports enthusiasts at least another month of unrestricted access to city parks.
   The City Council voted 6-1 Monday in favor of a ban on sledding, skiing and snowboarding in all but Allison-Henderson Park and Bunker Hill Golf Course. Rather than adopt the restrictions outright, the council will consider the proposal again during its first meeting in January.
   City officials say the move is necessary because state law provides no protections from lawsuits over sledding, skiing and snowboarding injuries on public property.
