ROOTS program creates more homeowners

CEDAR RAPIDS (KWWL) - Ida and Gary Laetare just moved into their home a few weeks ago. It's the first house the two have owned after a life of living in mobile homes.

"Words can't describe knowing that you've got a place, that it's yours," said Gary.

It's a home where the kids finally have their own rooms. It's got closets all over the house. Plus, a washer and dryer.

"This is our home," said Ida. "This is where we're going to live the rest of our lives."

They were able to afford the place thanks to the ROOTS program in Cedar Rapids, which stands for Rebuilding Ownership Opportunities Together.

The city pays 25 percent of the home's cost with many of the houses going up in spots where ones were damaged and knocked down following the floods of 2008.

"(City) council really made a conscious decision to focus those resources in this area and to ensure that those recovery dollars were doing some work in our core neighborhoods particularly ones those that were impacted (by the flood)," said Paula Mitchell, Housing and Redevelopment Manager.

Soon the city will be starting the fourth -- and final -- round of the program. To qualify, people need to meet income and other qualifications.
