UPDATE: Charles City man arrested after police chase, standoff

A Charles City man is in custody after a chase and standoff in Floyd and Bremer counties.

According to the Iowa State Patrol, the chase started around 7:45 p.m. Saturday as a Floyd County sheriff's deputy pursued a vehicle traveling south on Highway 218.

The pursuit continued into Bremer County, where the Iowa State Patrol joined in.

The driver -- Franklin Foster, 21, of Charles City -- and law enforcement officers then continued east through Waverly on Highway 3, going more than 80 miles per hour at time, according to officials.

From Highway 3, Foster then turned north onto Highway 63, according to officials.

Stop sticks deployed by a Chickasaw County sheriff's deputy flattened a tire on the vehicle, according to officials. Deputies say that's when Foster turned west on 210th Street in Bremer County before coming to a stop.

Law enforcement officers said Foster was armed with multiple weapons, and they say one of those weapons was pointed at himself.

Trooper Tom Williams, a negotiator with the Iowa State Patrol, spoke with Foster for about an hour during severe storms before making an arrest without incident.
