Black Hawk Co. to declare State of Emergency over frozen pipes

Black Hawk County officials will declare a State of Emergency on Tuesday in an effort to thaw hundreds of frozen pipes.

If the plan is approved by state officials, it could help bring more funding to the county.

Frank Magsamen, a member of the Black Hawk County Board of Supervisors, said about 700 people have reported locked-up pipes in the county. 500 of those people are in Waterloo.

"This creates a situation of health issues and safety issues for those individuals, particularly those that are elderly," he said.

One of those people is Susie Fisher, 80, of Waterloo. Her pipes froze late Saturday night.

"She didn't really think too much of it, but then she went to get a glass of water and nothing was coming out of the faucet," her granddaughter, Leah Fisher, said.

Her pipes were thawed Monday, but she's been advised to run water to make sure they stay clear.

It's the same story out on the street, where city crews cracked the fire hydrant to keep water moving. One worker said the hydrant will run until the ground thaws out.

Stories like these are why Magsamen said the Board of Supervisors declared the State of Emergency, though citing frozen pipes is uncommon.

"We're used to making requests when there's flooding, or when there are tornadoes," Magsamen said. "This is a natural disaster that's occurring."
