Head of Waterloo drug ring headed to federal prison

A Chicago man authorities say was the head of a heroin distribution operation in the Waterloo area will spend more than 27 years in federal prison.

United States District Court Chief Judge Linda R. Reade handed down the 327 month prison sentence to 37-year-old Dwayne Appling on Thursday.

Court documents show that Appling pleaded guilty to one count of conspiracy to distribute heroin and one count of distributing heroin near a school in August of 2013.

At the sentencing hearing, information showed that Appling headed an organization that distributed thousands of grams of heroin throughout the Waterloo area between 2007 and March of 2010.

Court officials say Appling recruited at least eight other people to sell heroin on his behalf and that his organization involved more than 30 others who have been prosecuted.

Appling was sentenced to 327 months in prison on each count, but they are set to run concurrently.
