Dubuque city officials celebrate Largest Capital Improvement Project

The largest capital improvement project in Dubuque's history was unveiled to the public Thursday evening. The project is the $65 million upgrade to
Dubuque's Water and Resource Recovery Center. The upgrade was moved forward by the Dubuque city council in 2008 with construction on the project beginning in 2010. The facility now processes solid waste through an anaerobic digestion, rather than incineration. The anaerobic digestion system was built to sustain future growth.
Jonathan Brown is Manager at Dubuque's Water and Resource Recovery Center. He said, "we are taking something that most people would consider to be a waste material and doing something useful with it."
The new anaerobic digestion system will also create energy recovery in the form of methane, which will help reduce energy costs at the plant. Under the plants current conditions, it will have the ability to generate approximately 50% of the electrical demand on-site using methane from digestion. In the future, the goal is for methane to generate all of its electrical needs on site.
"In long term, it is definitely the most sustainable, the most environmentally friendly, and long term it will lead to sustainable costs for citizens of the city." said Dubuque Mayor Roy Buol.
The Dubuque Water and Resource Recovery Center serves nearly 23 thousand households and commercial and industrial customers a day and treats nearly 10 million gallons of wastewater daily. The project was funded by the Iowa Clean Water State Revolving Fund loan program.
