President William Ruud told KWWL in a recent Steele Report that he plans to draw more students to campus and increase the university's enrollment of what is predominantly students from Iowa.
Director of Admissions Christie Kangas said 92 percent of students are from Iowa.
She said the Admissions Office recently hired four additional people to recruit students from outside Iowa, particularly Illinois, Nebraska and Minnesota.
"With us being 92 percent Iowa, it's good to have people that have different backgrounds, have different life experiences that they can bring into the classroom. And as students share in the classroom and their own personal experiences come into the learning environment, it helps all of us" said Kangas.
A proposal for a tuition break for out-of-state students would have to go through the Iowa Board of Regents.
The Board has not received a proposal yet since the idea is still being discussed.
