UI police say Keokuk man used drugs with kid in car

University of Iowa police say a Keokuk man used drugs in the presence of a 7-month old child.

At 8:24 p.m. Wednesday, a University of Iowa Public Safety officer stopped a vehicle at the intersection of Capitol and Burlington Streets for allegedly not using headlights.

Once pulled over, the officer says 19-year-old Tyler Joseph Washburn had blood shot, watery eyes and mumbled speech.  The officer also says there was an empty synthetic marijuana package in the cup holder along with a container of a green, leafy substance, a "one-hitter" and a marijuana pipe.

The officer says Washburn admitted to smoking the synthetic marijuana just before driving with the 7-month-old child in the back seat of the car. 

Police say a drug recognition expert confirmed that Washburn was under the influence of a drug.

Washburn is charged with possession of drug paraphernalia, child endangerment/no injury and operating a vehicle while intoxicated or drugged.
