The city of Cedar Rapids is looking to improve neighborhoods by targeting bad neighbors.
Tuesday the city council discussed a new ordinance that would define and prohibit "nuisance properties."
a property could be determined a "nuisance" if kidnapping, arson, robbery, or a list of other crimes happened on site.
The property's owner could then have to pay a fine and cover pay for city services to the land, like a police visit.
