As for the tuition freeze on Iowa's three universities, Governor Branstad says it's too soon to tell if the freeze will pass this year.
The Board of Regents recommended a tuition freeze for all Iowa residents earlier this year.
Today the Governor said that he is waiting for a report on the state tax revenue before he puts together his own state budget plan.
By Iowa law, he must have his budget proposal ready by the end of January.
