A Waterloo man was arrested on Halloween night after police say he answered the door naked when trick-or-treaters rang his doorbell.

Officers responded to his house on Archer Avenue just after 7:00 p.m. Wednesday. Police say a parent of a trick-or-treater reported that a man at the house answered the door naked.

When they arrived, officers say they could see 58-year-old Thomas Leo O'Connell in the house naked. When they knocked on the door, they say he answered the door naked.

Family members told KWWL that O'Connell suffers from Huntington's disease and apologized for the incident. O'Connell said he never meant to offend anyone.

Neighbors said O'Connell is a good person.

"We all know him. We all try to help watch out for him a little bit," said Clint Kirkpatrick of Waterloo.

"I just hope people can take it for what it is and let the poor guy have a decent life to the best he can," said Kirkpatrick. "He's had it rough enough."

Waterloo Director of Safety Services Dan Trelka said he's glad officers arrested O'Connell, even if O'Connell has a mental illness.

"If they wouldn't have, this behavior could have easily continued," said Trelka.

Trelka said it is not required for police officers to document if they believe a person is mentally ill during an arrest.

O'Connell has been charged with indecent exposure. Police records show that O'Connell posted bond and was released.
