Man arrested in Dyersville after claims of inappropriate comments to girls

After receiving complaints of inappropriate comments to a group of young girls, Dyersville police arrested a man who was wanted in Burlington for lascivious acts with a child.

Officers received complaints on Tuesday about questionable comments being made to a group of 12-14-year-old girls by a black male, approximately 30-years-old, wearing a red shirt.

After an investigation, officers identified 30-year-old Carl Walter Tinsley as a suspect.  A search showed that Tinsley is wanted on a warrant out of Burlington for lascivious acts with a child.

Officers found Tinsley at 503 9th Street SE, and was arrested him. He was taken to the Dubuque Law Enforcement Center.

Tinsley's last confirmed address is 4444 N. Division Street, Apt 303, Davenport, but he told jail staff that his current address is in Hammond, Indiana.

Additional charges are pending, and anyone with information regarding this or similar incidents is asked to contact the Dyersville Police Department.
