Dubuque Pawn investigation continues with a second arrest

The ongoing investigation of Dubuque Pawn continues this week with another arrest.

Kheill Dukes, 27, has been charged with ongoing criminal conduct and is currently being held on $25,000 bond.

He was arrested on Wednesday and in court Thursday.

Dukes is accused of being Mike Vandermillen's middle man.

Vandermillen owns Dubuque Pawn and now facing charges of ongoing criminal activity over five years.

Those charges include thefts and burglaries, assaults, prostitution, dealing drugs, and firearms violations and fraud.

Two people told officers that dukes would supply them with lists of tools and items Vandermillen sought and then sell Vandermillen those stolen items on their behalf.
