Rural Oelwein man accused of not properly disposing of dead goats

A rural Oelwein man faces several charges after authorities say he failed to dispose of dead goats properly.

Five counts of duty to dispose of dead animals were filed against Tracy Allen Rupright, 33, after an investigation at his property at 20121 20th Street in rural Oelwein.

The Fayette County Sheriff's Office says they received complaints of a "horrible smell" coming from the property.  An investigation by deputies found the bodies of several goats that had been dead for some time.

Iowa law says that a person who cares for or owns animals that have died, have to properly dispose of the carcass within 24 hours.   

No animal neglect is suspected in the case.  Authorities believe the animals died of natural causes.

Rupright will be summoned to court at a later date.
