Waterloo man pleads guilty to defrauding Department of Education

A Waterloo man has pleaded guilty to defrauding the U.S. Department of Education out of at least $62,000.

Roy Lee Turner, III, 31, was convicted of one count of financial aid fraud on Wednesday.

In his plea agreement, Turner admitted that between January 2006 and July 2007, he and others registered for classes at Kirkwood Community College and applied for federal financial aid with the intent of using the money for things other than education.

Court records show that Turner and the others got checks for the money that was not used by the college and used the money for their own purposes.

Financial aid funds that were not used by Kirkwood for tuition and fees were forwarded to Turner and others in the form of checks. Turner and others used the proceeds from the checks for their own, non­-educational, purposes. Over the course of the scheme, Turner and others fraudulently caused the U.S. Department of Education to issue at least $62,000 in student aid principal.

A sentencing date has not been set, but Turner faces up to five years in prison and a $250,000 fine.
